Παραμονή με λιγότερα ένσημα
Μειώνονται από 200 σε 120 σε ετήσια βάση, προκειμένου να ανανεωθούν οι άδειες αλλοδαπών

Η μείωση των ενσήμων που απαιτούνται για ανανέωση των αδειών παραμονής αλλοδαπών από 200 σε 120 τον χρόνο και ο περιορισμός των απαραίτητων ενσήμων για δικαίωμα στην ιατροφαρμακευτική περίθαλψη από 80 σε 50 ετησίως αναμένεται να κατοχυρωθούν αυτόν τον μήνα με κοινή υπουργική απόφαση των υπ. Εργασίας και Εσωτερικών.

Σε σχετική ανακοίνωση προέβησαν ο αναπληρωτής υπ. Εργασίας κ. Γ. Κουτρουμάνης και η υφ. Εργασίας κ. Αννα Νταλάρα ύστερα από συνάντηση με την ηγεσία της ΓΣΕΕ για την εξασφάλιση των νομίμως εργαζομένων μεταναστών και την πάταξη της μαύρης εργασίας. Μάλιστα η ΓΣΕΕ είχε εισηγηθεί μείωση των απαιτούμενων ενσήμων για ανανέωση των αδειών παραμονής σε 100 ετησίως.
Οι ρυθμίσεις για τα ένσημα θα συμπεριληφθούν και στο νομοσχέδιο για την αναμόρφωση του Σώματος Επιθεωρητών Εργασίας. Εως τις 20 Ιουνίου θα ενσωματωθεί στο ελληνικό δίκαιο η ευρωπαϊκή οδηγία για τις κυρώσεις κατά εργοδοτών που απασχολούν παράνομα διαμένοντες αλλοδαπούς. Η ηγεσία του υπουργείου Εργασίας προσανατολίζεται στη θεσμοθέτηση αυστηρών ποινών που σε συνδυασμό με την αναμόρφωση του ΣΕΠΕ θα επιτρέψουν πιο αποτελεσματικούς ελέγχους. Σε επόμενη φάση θα ρυθμιστεί η προσωρινή πρόσβαση στην αγορά εργασίας όσων μεταναστών τεθούν υπό καθεστώς αναβολής απομάκρυνσης. Πρόκειται για ρύθμιση του τελευταίου νόμου για το πολιτικό άσυλο, η οποία προβλέπεται στην ευρωπαϊκή οδηγία για τις επιστροφές.
Σε ένα από τα παραπάνω νομοσχέδια ενδέχεται να συμπεριληφθεί και ρύθμιση για την επαναφορά στη νομιμότητα όσων έχουν χάσει τις άδειες παραμονής τους εξαιτίας μειωμένων ενσήμων ή ανεργίας, που εκτιμώνται σε 60.000 - 80.000. Σε 90.000 εκτιμώνται όσοι κινδυνεύουν να χάσουν τη νομιμότητα.

           As you can see, there have been new measures introduced for protection of legal work migrants in Greece and for combatting the wide black market of the country. In my opinion, the government didn`t pick this period by chance, because as it was analyzed in several previous attachments of mine (e.g. "Eventually who will stay in Greece?"), Greece badly needs work migrants in order to strengthen its economy during the current economic crisis. Understanding that it is hard to attract Greeks to the sectors of work migrants` labour, the government is taking first steps in order to make the work labour conditions more flexible and attractive for migrants that work here nowadays and, theoretically, for migrants-to-be as well.

Eventually, who will stay in Greece?




                  The characteristics of Greek emigration due to the current economic crisis is not the central topic of my research, but these TV reports and newspaper articles (see links below) give a good idea about the interconnection between emigration from Greece and immigration to Greece today.According to this media sources, the common trend for many Greeks and foreign work migrants today is to leave the country due to economic reasons: the interdependence of the economic problems of the Greek "employers" and of their foreign "employees" is very clear and logic. Taking into account the unhappy predictions about the duration of the economic crisis in Greece and state loan repayments, I believe that if the volume of emigrants continue to rise, the Greek state which is unable to fight unemployment, might be forced to make changes in its immigration policies and make them more lucrative for work migrants., thus creating an attractive pull factor. Perhaps these changes will be related to facilitation of visa regime for non-EU countries (I have presented and analysed this topic in previous posts), e.g. the faster implementation of EU initiative for the visa-free travel regime for Moldova which is a donor-country of potential migrant workers and a source of cheap labour force (since Moldova is the poorest country in Europe). For Greece all this sounds like a great opportunity.
